two horns like a lamb
two: meaning witness, biblical number, ‘mouth two witnesses’
On the heads of beasts in [apocalyptic visions] it symbolizes strenght of national potentates!
“HORN keras (κέρας, 2768), “a horn,” is used in the plural, as the symbol of strength, (a) in the apocalyptic visions; (1) on the head of the Lamb as symbolic of Christ, Rev. 5:6; (2) on the heads of beasts as symbolic of national potentates, Rev. 12:3; 13:1, 11; 17:3, 7, 12, 16 (cf. Dan. 7:8; 8:9; Zech. 1:18, etc.); (3) at the corners of the golden altar, Rev. 9:13 (cf. Exod. 30:2; the horns were of one piece with the altar, as in the case of the brazen altar, 27:2, and were emblematic of the efficacy of the ministry connected with it); (b) metaphorically, in the singular, “a horn of salvation,” Luke 1:69 (a frequent metaphor in the OT, e.g., Ps. 18:2; cf. 1 Sam. 2:10; Lam. 2:3).¶ rlike ra lamb rand”

lamb;
“721 ἀρνίον [arnion /ar·nee·on/] n n. Diminutive from 704; TDNT 1:340; GK 768; 30 occurrences; AV translates as “Lamb i.e. Christ” 28 times, and “lamb” twice. 1 a little lamb, a lamb.”
the description of the second “Beast,” Rev. 13:11, seen in the vision “like a lamb,” suggestive of his acting in the capacity of a false messiah, a travesty of the true. For the use in the Sept. see Note under No. 3.
and he spake as a dragon.
laleo (λαλέω, 2980), “to speak,” is sometimes translated “to say”;
Rom. 3:19, “what things soever the law saith (lego), it saith (laleo) to them that are under the law”; see also Mark 6:50; Luke 24:6. In the NT laleo never has the meaning “to chatter.”
In the context of Rom 3:19 which is used as an example to show the difference in the words translated saith here. Both english words are saith, but are used different.
the law saith ‘lego’ meaning it the law speaks has something to say
it saith ‘laleo’ or speaketh to them under the law.
Romans 3:9 What then? are we better than they? No, in no wise: for we have before proved both Jews and Gentiles, that they are all under sin;
10 As it is written, There is none righteous, no, not one:
11 There is none that understandeth, there is none that seeketh after God.
12 They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one.
13 Their throat is an open sepulchre; with their tongues they have used deceit; the poison of asps is under their lips:
14 Whose mouth is full of cursing and bitterness:
15 Their feet are swift to shed blood:
16 Destruction and misery are in their ways:

19 ¶Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.
To understand this verse, the dragon which will speak, will speak to those specifically that are not written in the ‘lambs book of life’. It doesn’t refer to the things he says as much as it refers to whom will hear what he says!
Two groups will be affected here!
First group: the saints, he will make war against, the saints will either go into captivity or be killed!
The saints here Rev 14:12, keep the commandments of God and faith of Jesus!
Second group: those who are not in the ‘book of life’, will hear, obey, take the mark, and worship him! these will go through the wrath of God, and then be punished-fire and brimstone
Revelation 13:7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
Revelation 14:9 And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand,
10 The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb:
11 And the smoke of their torment ascendeth up for ever and ever: and they have no rest day nor night, who worship the beast and his image, and whosoever receiveth the mark of his name.
12 Here is the patience of the saints: here are they that keep the commandments of God, and the faith of Jesus.
he spake as a dragon’
“1404 δράκων [drakon /drak·own/] n m. Probably from an alternate form of derkomai (to look); TDNT 2:281; TDNTA 186; GK 1532; 13 occurrences; AV translates as “dragon” 13 times. 1 a dragon, a great serpent, a name for Satan.”
so called because of its keen power of sight (from a root derk, signifying “to see”). Twelve times in the Apocalypse it is used of the Devil 12:3-4, 7, 9, 13, 16-17; 13:2, 4, 11; 16:13; 20:2.¶
name of satan, father of lies, he spoke lies from the beginning, deceptively, with Power!
2 Thess talks about this!
HE must be revealed!
The beast must be revealed, known as the ‘man of sin’ son of perdition! The greek, origin from the earth, man came out of the earth, the devil did not. Therefore this 2nd beast cannot be the devil himself, but one from the earth full of the dark powers of Satan!

With all power, signs, lying wonders
A God sent delusion because the world refused the love of the truth!
2 Thessalonians 2:3 ¶Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition;
4 Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.
2 Thessalonians 2:8 And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming:
9 Even him, whose coming is after the working of Satan with all power and signs and lying wonders,
10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.
13 ¶But we are bound to give thanks alway to God for you, brethren beloved of the Lord, because God hath from the beginning chosen you to salvation through sanctification of the Spirit and belief of the truth:
14 Whereunto he called you by our gospel, to the obtaining of the glory of our Lord Jesus Christ.
15 Therefore, brethren, stand fast, and hold the traditions which ye have been taught, whether by word, or our epistle.
16 ¶Now our Lord Jesus Christ himself, and God, even our Father, which hath loved us, and hath given us everlasting consolation and good hope through grace,
17 Comfort your hearts, and stablish you in every good word and work.

The Second Beast giving power to the deception!
Revelation 13:14
And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.
Revelation 13:15
And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.
he had power: Power, i.e. ‘to give’

life: 2 the spirit, i.e. the vital principal by which the body is animated.
2. pneuma (πνευ̂μα, 4151), “spirit,” also denotes “breath,” Rev. 11:11 and 13:15, rv. In 2 Thess. 2:8, the kjv has “spirit” for rv, breath. See ghost, life, spirit, wind.
image:so of a statue or similar representation (more than a resemblance), Image is used four times in two verses, three times in verse 15 alone. This is a very stern warning here, 3 times, ‘let every word be established by 2 or 3 witnesses’ so here in verse 15 alone the word image is used three times.

1. eikon (εἰκών, 1504) denotes “an image”; the word involves the two ideas of representation and manifestation. “The idea of perfection does not lie in the word itself, but must be sought from the context” (Lightfoot);
This will be an image, not an exact likeness but this word gives the notion of a resemblance of the beast. It is also suggested in the context that the 2nd beast will put an animation to it, such as a ‘spirit, demon’ ect, one who does the bidding of the master deceiver himself. One which will speak. We are a fragrance, both to the saved and unsaved! One to life, the other to death!
2 Corinthians 2:15 For we are unto God a sweet savour of Christ, in them that are saved, and in them that perish:

The Gospel is hid to them that are lost, the God of this World has blinded the minds of them which believe not!

Receive not the Grace of God in vain!
2 Corinthians 12:19 Again, think ye that we excuse ourselves unto you? we speak before God in Christ: but we do all things, dearly beloved, for your edifying.
20 For I fear, lest, when I come, I shall not find you such as I would, and that I shall be found unto you such as ye would not: lest there be debates, envyings, wraths, strifes, backbitings, whisperings, swellings, tumults:

Christ puts down all enemies and Establishes the Kingdom!
1 Corinthians 15:21 For since by man came death, by man came also the resurrection of the dead.
22 For as in Adam all die, even so in Christ shall all be made alive.
23 But every man in his own order: Christ the firstfruits; afterward they that are Christ’s at his coming.
24 Then cometh the end, when he shall have delivered up the kingdom to God, even the Father; when he shall have put down all rule and all authority and power.
25 For he must reign, till he hath put all enemies under his feet.
26 The last enemy that shall be destroyed is death.
27 For he hath put all things under his feet. But when he saith all things are put under him, it is manifest that he is excepted, which did put all things under him.
28 And when all things shall be subdued unto him, then shall the Son also himself be subject unto him that put all things under him, that God may be all in all.
